Frequently Asked Questions
Why is Software Asset Management important?
Effective SAM helps organisations avoid fines during vendor audits for non-compliance, reduce costs through active management of software licenses—including comparison quotes for renewals and optimisation of software—and mitigate security risks associated with outdated or unlicensed software.
Key benefits include:
- Improved Security & Risk Management – Maintaining visibility over software assets reduces vulnerabilities and strengthens cybersecurity.
- Enhanced IT Efficiency – Streamlining software procurement and maintenance allows for smoother operations and better resource allocation.
- Better Vendor Negotiations – Clear insights into usage and licensing needs empower organisations to secure competitive quotes and more favourable pricing from vendors.
- Cloud & SaaS Management – Ensuring that businesses only pay for the cloud-based and SaaS applications they actually need while remaining compliant.
- Strategic Decision-Making – Helping organisations make data-driven IT investment choices that align with their long-term objectives.
Ultimately, SAM isn’t just about managing software—it’s about maximising efficiency, reducing risks, and making smarter business decisions. Is your organisation fully leveraging its software assets, or is inefficiency holding you back?
We are considering a Software Asset Management tool, can you help advise and provide a service for this?
There are several well-known Software Asset Management (SAM) solutions, including Snow, Flexera, License Dashboard, and XenSam. These tools offer robust capabilities for license tracking, compliance management, and cost optimisation. However, they often come with higher costs and may require extensive implementation efforts.
At The SAM Club, we work with various SAM tools, but our preferred solutions are Lansweeper & Licenseware due to their cost-effectiveness, flexibility, and ease of deployment. These tools provide powerful features without the need for a large-scale asset base.
Why Lansweeper & Licenseware?
- Lower Cost – More affordable compared to other SAM tools, especially through our MSP route.
- MSP Route Advantage – Provides Enterprise-level features without requiring 10,000+ assets, making it accessible for businesses of all sizes.
- IT Benefits – Lansweeper offers deep IT asset discovery, enabling efficient tracking of devices, software, and security vulnerabilities.
- API Integrations – Full API access allows seamless integration with existing IT systems, improving automation and data accuracy.
- Marketplace Connectivity – Pre-existing integrations with third-party applications enhance overall IT service capabilities.
While we specialise in Lansweeper and Licenseware, The SAM Club can support any SAM tool of choice, ensuring the best fit for your organisation’s needs.
We are seeing our Azure costs increasing. How can you help advise on cost optimisation?
Cloud costs can quickly spiral out of control without a structured approach. Many organisations unknowingly overspend on unused or misconfigured resources, leading to inefficiencies and unnecessary expenses.
Key Cost Optimisation Strategies
- Dev/Test Environments – Ensure non-production workloads are running on cost-effective pricing models.
- Azure Hybrid Benefits – Take advantage of Windows Server and SQL Server licensing benefits to reduce costs.
- Reserved Instances or Savings Plans – Commit to long-term resource reservations for significant savings.
- Windows Server Datacentre – Leverage dual rights for both on-premise and Azure environments to optimise licensing costs.
- Zombie Resources – Identify and remove unused resources that continue to accrue costs.
Our Recommendation: Surveil for Cost Optimisation
We recommend Surveil, a powerful platform that provides detailed cost optimisation insights based on actual usage. Surveil helps businesses:
- Identify hidden expenses and eliminate waste.
- Optimise cloud resources for maximum efficiency.
- Gain real-time visibility into Azure spending trends.
By implementing these strategies and leveraging Surveil, organisations can take control of their Azure costs and ensure they are only paying for what they truly need.

We are using SaaS applications, why have we been contacted about an Audit?
Moving to SaaS licensing doesn’t mean audits are a thing of the past. In fact, software vendors are increasingly enforcing compliance through audits. Here are some recent trends:
- Adobe – Audits are being conducted by BSA | The Software Alliance and Adobe directly. Common triggers include generic email accounts or checks on international office usage.
- Broadcom / VMware – Broadcom has been in the spotlight for suing Siemens over alleged licensing violations.
- Oracle – Java SE audits are ramping up. A key point to note: the chargeable version of Java SE requires licensing for all employees, not just the individual who downloaded it.
- Microsoft – Microsoft monitors usage within your tenant. If an E5 license is activated at the tenant level, all employees must be licensed. For Azure Hybrid Benefits, it’s up to your organisation to prove license compliance
Understanding these audit triggers and maintaining a robust Software Asset Management (SAM) strategy can help businesses stay ahead of compliance risks and avoid costly penalties. Proactively managing software licenses and usage ensures organisations remain compliant and prepared for vendor audits.

Is it legal to purchase Microsoft licenses from the secondhand market?
Yes! Purchasing or selling licenses that are no longer required through the secondhand Microsoft licenses is completely legal within the EU/EEA, thanks to a landmark ruling by the Court of Justice of the European Union (CJEU). In the UsedSoft GmbH v Oracle International Corp (2012) case, the court ruled that software vendors lose exclusive distribution rights once a license has been sold, allowing for resale under the principle of copyright exhaustion—even if the software was originally downloaded rather than supplied on physical media.
Why don’t resellers talk about this?
Resellers are incentivised to sell new licenses, so they rarely promote the secondhand market. However, purchasing pre-owned licenses can offer significant cost savings over a new license.
What to know when buying or selling secondhand licenses
- No Software Assurance (SA) –Secondhand licenses don’t come with SA, but they function just like new—no scratches, mileage, or rust unlike buying a used car,
- Compliance Matters – The original owner must delete their copy before resale to ensure legal transfer.
- Due Diligence – Buyers should request transfer statements, original invoices, and serial-number logs to verify authenticity.
Why consider secondhand Microsoft licenses?
- Cost savings – Businesses can reduce software expenses without compromising functionality.
- Legal security – The UsedSoft ruling confirms that resale is protected under EU law.

Our licenses in the Office 365 Admin portal keep increasing above our headcount. How can you help us review this?
If your Microsoft 365 license count is exceeding your actual employee headcount, it’s time to review your license management strategy. Unchecked license assignments can lead to unnecessary costs and inefficiencies.
Common Issues We See:
- Leaver Licenses – Not removing assigned licenses for departing employees, resulting in additional license purchases and avoidable costs.
- Duplicate Licenses – Users assigned both M365 E3 and E5, leading to redundant costs.
- Admin Accounts with Licenses – Many admin accounts don’t require full licenses but still have them assigned.
- Service Accounts with Full Licenses – Some service accounts only need email functionality but are assigned M365 E3 or E5 licenses, increasing costs unnecessarily.
How We Can Help:
- License Audit & Cleanup – We review your license assignments to identify duplicates, unused licenses, and inefficiencies.
- Leaver Process Review – Ensuring that departing employees’ licenses are properly deactivated and reassigned.
- Optimised License Allocation – Matching license types to actual usage needs, preventing overspending.
By implementing a structured license management approach, organisations can reduce costs, improve efficiency, and ensure compliance.

How can SAM save money for my organisation?
Software Asset Management (SAM) can be a powerful tool for cost savings, but only if actively managed. Here’s how it can help your organisation save money:
How SAM Saves Money
- Avoiding Unnecessary Costs – Many organisations overspend on software licenses they don’t need. SAM ensures you only pay for what’s actually used.
- Preventing Vendor Penalties – Some vendors, like Broadcom, impose reinstatement fees for late renewals—up to 20% of the first-year subscription cost. Proper SAM prevents these unexpected charges.
- Optimising Renewals – Without active management, renewal dates can sneak up, leading to rushed decisions and missed opportunities for cost savings.
- Negotiating Better Pricing – Using multiple resellers and requesting competitive quotes ensures you’re not overpaying. Resellers often send quotes just before renewal to limit your ability to shop around.
- Understanding the Channel – Pricing varies depending on the reseller, distributor, and vendor. Without control, you’re likely paying more than necessary.
Managing Software Licenses Effectively
At The SAM Club, we use Monday.com for software license management. Our design provides a structured platform to track renewals, document savings, and ensure transparency. Over time, this will provide the evidence that your SAM strategy is saving more than it costs.
Would you like to explore how SAM can be tailored to your organisation’s needs?
Our Microsoft license reseller helps us with pricing, why should we consider using an independent software asset management service?
While your Microsoft license reseller may assist with pricing, their primary goal is to sell licenses, not necessarily to optimise your software estate. An independent SAM service provides a neutral, strategic approach to ensure your organisation is compliant, cost-efficient, and fully aligned with its actual software needs.
Key Reasons to Consider an Independent SAM Service:
- Unbiased License Review – Resellers focus on selling new licenses, whereas an independent SAM service evaluates your existing licenses to prevent unnecessary purchases.
- Compliance Assurance – Have you completed an internal Microsoft license review in the last two years? If not, how do you know if you are fully compliant?
- Cost Optimisation – Independent SAM services identify unused or duplicate licenses, ensuring you only pay for what you need.
- Audit Preparedness – Microsoft audits are becoming more frequent. A proactive SAM strategy helps mitigate risks and avoid unexpected penalties.
- Strategic Vendor Negotiations – With a clear understanding of your licensing position, you can negotiate better pricing and avoid unnecessary renewals.
By working with an independent SAM provider, organisations gain greater control, transparency, and cost savings—beyond what a reseller can offer.
