Are all the Microsoft E5 licenses enabled by User?
No, some of the services are tenant level and aren’t currently capable of limiting the benefits to specific users. This can be a compliance risk with licensing a sub-set of the number of users/employees within an organisation as Microsoft would deem that all the individual users have received the benefit from the license/service. This is also important when considering the E5 options from a testing perspective for specific functionality with a handful of licenses.
